In short
Fit-out and mezzanine engineering in Canberra is a fixed quote per project, ex GST. A mezzanine or a fit-out that changes the structure needs building approval in the ACT. A mezzanine also adds floor area, so it usually needs development approval too; your certifier confirms. We design the floor, columns, footings, openings and roof checks, and document them for your certifier and builder.

Does a mezzanine or fit-out need approval in the ACT?
Usually building approval, and for a mezzanine usually development approval as well. The exemptions for internal work are narrow, and a new floor level falls outside them.
Building approval (BA) comes from a licensed certifier you appoint. Building work is exempt only if it doesn't affect the structural integrity of any part of the building, a fire-rated element, exits, light, ventilation or fire protection, and doesn't involve asbestos. Internal alterations also lose the exemption if the building's class changes.
Development approval (DA) comes from the Territory Planning Authority unless the work is exempt. In a non-residential building, internal alterations are DA-exempt only if the class doesn't change and there's no increase in gross floor area. A mezzanine is new floor area. The rules are on the ACT's building approval checklist. Not sure the job needs an engineer at all? Start with do I need a structural engineer?
| Work | Building approval | Development approval |
|---|---|---|
| Non-structural fit-out (finishes, joinery, linings), same class | Can be exempt if none of the general conditions above is affected | Exempt if the class doesn't change and no floor area is added |
| Structural fit-out (new openings, walls removed, new loads) | Needed | Exempt if the class doesn't change and no floor area is added |
| Mezzanine floor | Needed | Usually needed, because it adds floor area; your certifier confirms |
| A change of use that changes the building's class | The internal alterations exemption no longer applies | The internal alterations exemption no longer applies |

What's included in mezzanine and fit-out engineering?
Calculations and drawings your certifier can approve and your builder can price. Your fixed quote says if a site visit is needed.
Mezzanine floors
Beams, joists or decking, columns, bracing and connections. We check whether the existing slab can carry each column, or design pad footings under them. Tell us what the floor will hold: offices, storage or racking.
New openings
Beams and lintels for new openings in walls, the posts and footings that carry them, and trimming around new openings in slabs.
Roof plant and solar
Checks of the roof framing under new air-conditioning units, plant platforms and solar panels, with any strengthening drawn up.
What you receive
- Structural drawings with member sizes, connections and footing details
- Calculations for your certifier
- An engineer's letter where your certifier asks for one
What sets the fixed quote
The floor area and number of levels, what the new structure has to carry, the existing slab and frame, whether you have the original drawings, and how many drawings your certifier needs. Builders and designers can see what else we document on our page for builders, designers and certifiers.
Can you cut a new opening in a wall or slab?
Usually, with a beam or lintel sized for the load above and a clear path for that load down to the footings. When the opening affects the structure, it needs building approval.
A new doorway, a wider shopfront, a stair void or a run of services through a slab all change how loads travel. We find what the wall or slab carries, size the beam or lintel, check the posts and footings at each end, and detail the connections.
Your builder props, cuts and installs. We don't supply steel or do the work, and we don't recommend who does. The same approach for houses is on our wall removal and beam design page.

Can the roof take new plant or solar panels?
Often, but check before anything goes up. We check roof framing for added plant and solar where needed, and design strengthening if the framing falls short.
Air-conditioning units, plant platforms and solar arrays add weight, and their fixings have to hold them down. On an older roof, nobody may know what the framing was designed to carry. We look at the members, the spans and the connections, then tell you in writing whether the roof suits the new load.
Planning has its own limits. Rooftop solar and external services stay DA-exempt only if they're not within 1.5 m of a side or rear boundary, and panels sit no more than 300 mm above the roof where no solar envelope applies. Your certifier confirms what applies to your building.
For an existing roof, an engineer's letter or certificate can record that the framing suits the new plant.
Which NCC applies to a commercial building approval in 2026?
NCC 2022 or NCC 2025 until 30 April 2027, as long as the project nominates one and doesn't mix them. From 1 May 2027, NCC 2025 is mandatory.
| Building approval lodged | Code you can use |
|---|---|
| 1 May 2026 to 30 April 2027 | NCC 2022 with the ACT 2022 Appendix, or NCC 2025 with the ACT 2025 Appendix. One, not a mix. |
| From 1 May 2027 | NCC 2025 |
| Project with a DA or works approval application lodged before 1 November 2026 | Either edition, until the DA expires |
ACT planning website, National Construction Code page, checked 6 November 2026.
The ACT says NCC 2025 brings commercial energy and fire changes. Those are for your designer and other consultants; we design the structure to the edition your project nominates, so tell us which one when you send drawings.

Building approval in the ACT
Development approval comes from the Territory Planning Authority, building approval from a licensed certifier you appoint. What needs which, what's exempt and what happens after approval.

Does a mezzanine floor need development approval in Canberra?
Usually, yes. In a non-residential building, internal alterations are DA-exempt only with no increase in gross floor area, and a mezzanine adds floor area. It also needs building approval. Your certifier confirms.
Can my warehouse slab take a mezzanine?
It depends on the slab and the column loads. We check the slab under each new column and design pad footings where it can't carry them. The original slab drawings help if you have them.
Do you supply, build or install mezzanines?
No. We're engineers only. We design and document the structure; your builder or mezzanine supplier builds it, and we don't recommend one.
Do you do fire safety or access reports for a fit-out?
No. We design the structure. Fire safety, access and building services are other consultants' work, and your certifier tells you which reports the approval needs.
How much does mezzanine engineering cost?
It's a fixed quote per project, ex GST with the inc GST figure beside. The floor area, what the floor will carry, the existing slab and structure, and the drawings your certifier needs set the price.
Do you work on fit-outs in Queanbeyan?
Yes. NSW rules apply in Queanbeyan, Jerrabomberra and Googong. We work with QPRC and your certifier.
