Slopes, boundaries and footings

Swimming pool engineering in Canberra

Any pool that can hold more than 300 mm of water needs building approval in the ACT. We engineer the shell, the retaining around it and the footings nearby, with drawings your pool builder can price and your certifier can approve.

Do I need a structural engineer for a pool in the ACT?

Not for every pool. No ACT rule requires an engineer for each one. Engineering comes in where the shell, the slope or something close by needs it.

The approval side is settled: a pool that can hold more than 300 mm of water is never exempt from building approval. It needs a pool builder, a licensed certifier, plans, inspections and certificates. Whether those plans need an engineer depends on the pool and the block.

Pool engineering usually starts in one of four places:

  • The shell. Walls and floor designed for the pool's shape and the ground it sits in.
  • Retaining on a slope. A pool cut into a hill holds back earth on the high side, and often stands on fill or a wall on the low side.
  • House footings close by. Digging the pool can take away soil that supports your footings, or a neighbour's.
  • Sewer and stormwater mains. Footings and heavy structures have to stay clear of the pipes.

A standard pool on a flat block, well away from the house and the pipes, may need little from us. Your certifier and pool builder decide what engineering the approval needs. Send us the plans and we'll tell you whether you need us at all.

What are the pool rules in the ACT?

Building approval for any pool that can hold more than 300 mm of water. Development approval only if the pool falls outside the exempt limits. Compliant barriers by 1 May 2028.

RuleWhat it saysWho handles it
Building approvalNeeded for any pool that can hold more than 300 mm of water. There is no exemption.Your licensed certifier
Development approvalNot needed if the pool is at least 1.5 m from side and rear boundaries, out of the front zone (unless behind a courtyard wall), any deck with it has a floor no more than 1 m up, and its reservoir is no more than 1.5 m above datum ground level.Your designer or certifier checks; otherwise a DA to the Territory Planning Authority
Pool barriersEvery home pool barrier must meet the prescribed safety standards by 1 May 2028.You, as the pool owner
Pools built, altered or installed before 1 May 2013Need a compliance status certificate before 1 May 2028.A certifier issues it, not an engineer
Selling a home with a poolThe seller gives a pool disclosure statement, a certificate of occupancy and use (COU) no more than 5 years old, a compliance status certificate or a Ministerial exemption certificate. The seller

From the ACT Government's building and development approval pages, the Planning (Exempt Development) Regulation 2023 and the home swimming pool safety reforms page. Your certifier confirms what applies to your block.

Barriers are the certifier's side, the structure is ours

The ACT pool safety scheme started on 1 May 2024 and covers home pools and spas that can hold water deeper than 30 cm. Certifiers are automatically authorised to issue compliance status certificates. We don't issue them: our part is the structure of the pool, not its fence.

Where a shared boundary fence forms part of the pool barrier, neighbours can take the matter to ACAT. The Common Boundaries Regulation 2024 sets out what ACAT must consider.

How does a sloping Canberra block change a pool?

On a slope the pool becomes part retaining wall. The high side holds back the hill, and the low side often stands on fill or a tall wall.

Many newer estates around Canberra are built on hills. Whitlam, Denman Prospect and Jacka are often described as hilly or undulating, and a level backyard there can mean cut, fill and retaining walls before a pool goes in. Whitlam and Denman Prospect are in the Molonglo Valley: see structural engineer in the Molonglo Valley.

The ground changes too. Canberra's rock is often deeply and unevenly weathered. Rock can be near the surface on one part of a block and metres down on another, so one end of a pool can sit on rock and the other on clay or fill. We design the shell and its support for what is actually under it.

Retaining walls beside a pool follow their own rules. In the ACT a wall over 1.2 m high, measured from its top to the lowest ground next to it, needs building approval, and planning limits are lower near boundaries. See retaining wall engineering and our guide to retaining wall approval limits in the ACT.

If the block has no site classification yet, see footings, slabs and site classification. Our guide to building on a new estate block in Canberra covers cut, fill and slopes in more detail.

Figure 1On a hilly block the pool, its retaining walls and the house slab share one slope. We look at them together.

Can a pool go close to the house or a sewer main?

It can, with the right design. Both need checking before anyone digs.

Near your house or a neighbour's

A pool excavation beside a footing can remove soil that holds the footing up. We check how close and how deep the dig comes, then design the shell or a retaining wall to keep the footing supported. To stay DA-exempt the pool must also be at least 1.5 m from side and rear boundaries.

Near a sewer or stormwater main

Icon Water says its approval is needed before building work starts, even where no ACT planning approval is required, and footings are not permitted inside its pipe protection envelope. Work in an easement also loses its DA exemption without the utility's written permission. See building near sewer and stormwater mains.

No distances from memory

We never guess a clearance to a pipe. Icon Water's requirements for your asset set it, and we design the shell and footings to suit.

What's included in pool engineering?

Engineering calculations and drawings your certifier and pool builder can use, from $990 + GST ($1,089 inc GST). Your fixed quote says if a site visit is needed.

What the design covers, as your pool needs itWhat we need from you
The pool shell, designed for your blockThe pool design or your pool builder's plans
Retaining where the pool is cut into a slope or sits on fillA site plan with levels, if you have one, and photos of the slope
A check of house and neighbouring footings close to the digHow far the pool is from the house and the boundaries
Footings that keep loads clear of sewer and stormwater mainsWhere the maintenance holes or pipes are, and any service plans you have
Calculations and drawings for your certifier and pool builderYour site classification or soil report, if the block has one

The starting price covers a typical pool. A steep block, tall retaining walls or a main close by can add to the design, and your fixed quote says so before we start. See all our prices.

We're engineers only. We don't build pools, sell pool shells or recommend a pool builder, so the design isn't tied to anyone's sale.

Pool engineering questions

Something else on your mind? Call 02 6189 9876, email info@canberrastructuralengineers.com.au or send photos for a fixed quote.

Does a pool need building approval in the ACT?

Yes, if it can hold more than 300 mm of water. There is no exemption. You need a pool builder, a licensed certifier, plans and inspections.

Do I need a structural engineer for an inground pool in Canberra?

Not always. No ACT rule requires one for every pool. Your certifier or pool builder asks for engineering when the shell, a slope, nearby footings or a sewer main need it.

How close to the boundary can a pool be in the ACT?

To stay exempt from development approval, a pool can't be within 1.5 m of a side or rear boundary, or in the front zone unless it's behind a courtyard wall. Outside those limits it needs development approval.

Do you issue pool barrier or compliance status certificates?

No. Certifiers issue compliance status certificates for pool barriers. We engineer the pool's structure, the retaining around it and the footings nearby.

Can you engineer a pool on a steep block?

Yes. Send the pool design, a site plan and photos of the slope. We reply with a fixed quote in under 20 minutes on average, during business hours.

Do you work on pools in Queanbeyan, Jerrabomberra and Googong?

Yes, at the same price. NSW rules apply there, not the ACT pool rules on this page. We work with Queanbeyan-Palerang Regional Council (QPRC) and your certifier. See structural engineer in Jerrabomberra.
