In short

We work in Queanbeyan at the same prices as Canberra: a structural inspection and report is from $1,090 + GST ($1,199 inc GST). Queanbeyan is in New South Wales, so approvals go through Queanbeyan-Palerang Regional Council (QPRC) or a private certifier under NSW law. It is also much older than Canberra's suburbs: a township from 1838, with a conservation area and a long river flood record.

Which rules apply to building work in Queanbeyan?

New South Wales rules, through Queanbeyan-Palerang Regional Council (QPRC). The planning controls include the Queanbeyan-Palerang Regional Local Environmental Plan (LEP) 2022 and the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008. None of the ACT's limits, forms or approval steps apply on this side of the border.

The NSW steps are a development application (DA) to QPRC or a complying development certificate (CDC), then a construction certificate and an occupation certificate from QPRC or a private certifier. Which path your job takes is for QPRC or your certifier to confirm. We provide the engineering it needs: reports, calculations and drawings.

NSW law is changing. The NSW Building (Approvals and Practitioners) Act 2026, assented on 14 August 2026, will rename construction and occupation certificates once it starts. It had not started on 6 November 2026, and it changes nothing in the ACT.

How old is Queanbeyan?

Much older than Canberra. It was proclaimed a township in 1838, with a town plan by surveyor James Larmer, became a municipality in 1885, got its railway in 1887 and was declared a city on 7 July 1972. Canberra's first government cottages went up in the early 1920s.

So an older Queanbeyan house can pre-date anything in Canberra's suburbs. Before you buy one, our pre-purchase structural inspection checks footings, walls, framing and signs of movement. For a house you already own, a structural inspection and report sets out what we find, the likely cause and what to do next.

Is my Queanbeyan house heritage listed?

Check with QPRC. Heritage items are listed in Schedule 5 of the LEP, and QPRC is reviewing that schedule, including the Queanbeyan Conservation Area. Works to a heritage item, or inside a conservation area, may need council consent; minor works can get written authorisation under clause 5.10(3).

Where a heritage house needs structural work, we assess the structure and design the repair or change, so QPRC can see exactly what is proposed. The consent decision is QPRC's.

Has Queanbeyan flooded?

Yes, many times. Local records list significant Queanbeyan River floods going back to 1851. Three recent ones, as reported from QPRC and Queanbeyan museum records:

FloodQueanbeyan RiverWhat was reported
1974Peak of 8.88 mOne of a run of floods in 1974, 1975 and 1976
December 2010Peak of 8.4 mAbout 100 houses and businesses evacuated
June 2016About 6 mA smaller flood

QPRC's Floodplain Risk Management Study and Plan maps the 1% AEP flood (a flood with a 1% chance of happening in any year) and the probable maximum flood along the Queanbeyan and Molonglo rivers. We don't say whether a street or block floods: check QPRC's mapping. If water has been through or under a house, a site visit with a letter of advice, from $650 + GST ($715 inc GST), looks at the specific concern.

What about loose-fill asbestos in Queanbeyan?

Queanbeyan homes are covered by the NSW register, not the ACT one. NSW keeps its own Loose-fill Asbestos Insulation Register, searched by address, and a house that doesn't appear on it has not been cleared. We don't test for asbestos, and we don't enter the roof space or subfloor of a house with loose-fill asbestos.

What does a structural engineer cost in Queanbeyan?

The same as in Canberra: Queanbeyan is inside our same-price area. Prices are ex GST with the inc GST figure beside.
